[FEATURE REQUEST] Add the ability to create/update/execute Fiddles via CLI

Is your feature request related to a problem? Please describe.
When working on changes to VCL, it's nice to be able to create smaller reproduction scenarios and tests of the logic via Fiddle.
Doing so via web takes longer.

A set of CLI commands to create/update/execute/examine the output of Fiddles

Manually, which deters from wanting to do it
