In the old versions of "The Empires of God" "The Commune of Rome" used the same government form of any Merchant Republic on game this was historical incorrect and as with the patch accompanying "The Horse Lord" we have finally partially moddable governments it is the time to rectify it.
"The Commune of Rome" will have a new form of government Senatorial Republic (literally Republic headed by the Senate) this form of government is the same of the original Roman Republic that in turn was based to the Athenian Republic and could used for other Italian Communes with slight modification.
The Senate is formed by the 12 oldest male members of the most powerful families of the Republic these men called "Senators" organizes themselves in parties / factions. The names of these parties could change based on the Republic for "The Commune of Rome" they are:
Republican Party: Rome is a Republic and always it will be.
Imperial Party: they could accept the over lordship of the Emperor of the Holy Roman Empire if he accepts to take the crown not from the Pope or from Teutonic Nobles but from the Senate of Rome. If the Holy Roman Empires ceases to exists of S.P.Q.R. is re-formed their ideal changes the H.R.E. is illegitimate in their eyes and they dream to crush it and restore the Roman Empire.
Papaline Party: they does not love the Pope particularly but they love to have the Pope as vassal of the State (Cesaropapism)
Neutral Party: the name imply that they are neutral in all issues in reality "neutrals" simply votes on issues based on their mood, or if someone has bough them or menaced them. Yes be "neutral" has a negative implication...
List of Features needed to have a working Senatorial Republic
Flavor event: inauguration of the Senate. This event should happen after "The Senatorial Republic" is created. This makes more sense for in game generated "Senatorial Republic". (At end of the process no "vanilla" Republics should be present in game)
Any Senator must choose a party
After any Senator have chosen a party and on death of a head of party the election of a new head of party starts. The elected member is the Party's candidate to be the head of the Republic
When one of the Senatorial Families dies without an heir a new Senatorial family must be created
Proper elections of the Head of the Republic they happen any 5 years or on sudden death of the ruler. Any Senator votes for a candidate (he is not forced to vote for a member of his party but it is really likely) and the one with the most votes become the head of the Republic
Regency for the Election period on sudden death of the previous ruler (special character unplayable and cannot do practically nothing?)

More "Roman" names for the landed titles we have two class of Senators now Patricians (merchants) and Noble (land holder) we need to decide how to call them.
