Use setImmediate when available over MessageChannel #20834

Will fix #20756 after we toggle the flag, alternative to #20790.

The idea is that setImmediate models the semantics we want closer than MessageChannel. But it's only available in IE and Node.js. Using it in Node.js when we're in a jsdom environment solves #20756. For IE, we think using setImmediate would be good — and if other browsers implement it (which is pretty unlikely), that also should be an improvement. Although native scheduling would still be preferred over this version.

See individual commits. I added a new test to verify the behavior.

Possible concerns:

We'd still have to either provide a workaround or ship a dozen Scheduler patches backporting this change for different 16.x releases. This doesn't sound exciting.
We need to verify this actually works in IE and doesn't make something worse.
What about polyfills? A bad or slow setImmediate polyfill could screw things up in modern browsers, making this a more risky change.

I think ideally we would create two separate bundles and resolve to the correct one at the packaging level. Maybe we can tackle this when we switch to ES Modules.

I'm confused here. I think setTimeout is enough, because in the node environment, 4ms delay is acceptable, isn't it?

Although setimmediate has better semantics, its compatibility is worrying.

@gaearon In addition to node and IE, there are many other platforms, such as worker and some embedded devices. It has neither setimmediate nor message channel, only setTimeout supported.

Well, the answer is that 4ms delay isn't acceptable. Web Workers do have MessageChannel. Other environments either need to provide one of the other options, shim the whole module, not apply the 4ms limit to timers or live with low-fidelity implementations.

4ms 100 times is 400ms. This is a tight loop.

For context, this is used to run a yieldy tight loop of work. We yield roughly every 5ms so we can yield to animations. A 4ms gap between those yields would make all work take roughly twice as long. We're talking about making everything twice as slow.

I think, it doesn’t matter whether the threshold of the tight loop is 5ms or 10ms. It just reduces the number of loops. As long as the threshold is lower than 16ms, the time slice effect will not be compromised.
