PushNotificationIOS. presentLocalNotification() Does Not Work

PushNotificationIOS. presentLocalNotification() does not appear to be working.

This piece of code does not show any notification:

PushNotificationIOS.requestPermissions();

PushNotificationIOS.presentLocalNotification(
  {
    alertBody: 'Hello world!!!'
  }
);

I wonder if it is related to #5162

Not a bug. I was trying to display a push notifications while still having the app in the foreground. Of course, that wouldn't work. An app has to be in the background for a push notification to work.
