Pressing reload on the error screen does not connect to metro

Description

If you run the app without starting metro, you will see the error screen with "no bundle url present". Starting metro and then hitting reload on this screen, does not work. You need to re run the app to get it to connect.

Steps to reproduce

Reproducible in RNTestProject

• Create the app
• Run it without starting metro and see error screen
• Start metro
• Hit reload on the error screen and see nothing happens
