failed: Error in connection establishment: net::ERR_CONNECTION_REFUSED #26735

What is the problem?

I can connected to react native DevTools through http://localhost:8081/debugger-ui/ properly and use the Console in my Chrome browser. However, after a couple of minutes, it gets automatically disconnected with these errors:

(index):113 WebSocket connection to 'ws://localhost:8081/debugger-proxy?role=debugger&name=Chrome' failed: Error in connection establishment: net::ERR_CONNECTION_REFUSED

Then I had to close the debugger-ui tab in my chrome, open it again, and everything is OK again. (It's supper annoying however)

My Environment

React Native Environment Info:
    System:
      Chrome: Version 77.0.3865.90 (Official Build) (64-bit)
      OS: Linux 4.15 Ubuntu 18.04.3 LTS (Bionic Beaver)
      CPU: (8) x64 Intel(R) Core(TM) i7-6700HQ CPU @ 2.60GHz
      Memory: 661.37 MB / 11.63 GB
      Shell: 5.4.2 - /bin/zsh
    Binaries:
      Node: 10.16.3 - ~/.nvm/versions/node/v10.16.3/bin/node
      Yarn: 1.19.0 - /usr/bin/yarn
      npm: 6.9.0 - ~/.nvm/versions/node/v10.16.3/bin/npm
    npmPackages:
      react: 16.8.3 => 16.8.3 
      react-native: 0.59.8 => 0.59.8

It looks like you are using an older version of React Native. Please update to the latest release, v0.61 and verify if the issue still exists.

The "Resolution: Old Version" label will be removed automatically once you edit your original post with the results of running `react-native info` on a project using the latest release.

    OS: Linux 4.15 Ubuntu 18.04.3 LTS (Bionic Beaver)
    CPU: (8) x64 Intel(R) Core(TM) i7-6700HQ CPU @ 2.60GHz
    Memory: 426.64 MB / 11.63 GB
    Shell: 5.4.2 - /bin/zsh
  Binaries:
    Node: 10.16.3 - ~/.nvm/versions/node/v10.16.3/bin/node
    Yarn: 1.19.0 - /usr/bin/yarn
    npm: 6.9.0 - ~/.nvm/versions/node/v10.16.3/bin/npm

    react: 16.9.0 => 16.9.0 
    react-native: 0.61.2 => 0.61.2

On this new version it works fine. However, many react native projects (including my own projects) are still using versions lower than 0.6. We cannot migrate to react native 0.6. It would be great if you could fix this issue.

I am closing this issue because it does not appear to have been verified on the latest release, and there has been no followup in a while.
