Web App do not update in the background

As I know, service-worker could update and installed in the background even the web app page is not opend in the brower.

It's not work in my practice.

Steps:

1. Deloy App 1.0.0.

2. Open https://my.app.url/, then service-worker is installed.

3. Deloy App 1.0.1

4. After 24 hours, open browser with a empty default page to check service-worker status, it's not updated yet.
