'create-react-app' is not recognized as an internal or external command, operable program or batch file.

When I try the "npx create-react-app" command, I get the error:
npm WARN exec The following package was not found and will be installed: create-react-app
'create-react-app' is not recognized as an internal or external command,
operable program or batch file.

I have node v16.13.1 and npm 8.1.2 I'm on windows 10. This has worked for me in my other windows 10 machine but it doesn't work in this new machine.
I have added C:\Users\İrem Nur\AppData\Roaming\npm\node_modules to the PATH.
Still I can't get create-react-app to work.

cd my-app
npm start.
Am assuming you didnt put the app name
