Need a map for Road Map Compeleteness.

1. Using the predicted road data and existing OSM road data
   2, It should support admin_level=5,6,7

This will help the community to focus on which area road-mapping required more.

Since the "completeness" metric could be quite task-dependent, we simply make the whole road dataset downloadable:

You can compute the metrics of any zoom level out of it -- and we are really curious to learn which metrics are the most important for the community.
