Building's should not be suggested over demolished buildings #145

When RapiD suggests a building that has been demolished I try to mark them as demolished:building yes to prevent others from incorrectly adding them in later. In the ideal world users in RapiD wouldn't see a suggested building to add there later.

@tas50 thanks for the report- can you send the RapiD URL that you saw this feature suggestion, and which imagery you were looking at?

Also, how did you know that buildings were demolished- personal knowledge of the area, or by using other imagery that you knew was older/more recent?
