Dev: Create New Import Overlay

Create the new Import overlay, replacing the 'Import Codebase' step of the 'Space Wizard' as it currently exists.

Work with Brian to implement visual design and, if necessary, work on updating pieces as needed due to existing limitations (if any).

Import overlay completed, but only contains 'Add a Codebase', which takes the user into the Launcher. This is running locally off of fabric8-ui.

We need to determine when a PR will be created for this and Dev: New Create Space Overlay, as both need to go in at the same time.
