Mentor Notes

While mentoring C# solutions, I noticed they had mentoring notes created for a lot of their exercises. Examples here: https://github.com/exercism/website-copy/tree/master/tracks

I think it would be beneficial if we added those too. I think I'll start making PRs into website-copy to include mentoring notes for dart.

I haven't looked at what mentor notes are, so I'm fine with it if you want to take the lead on it :)

Just took a glance at them.

My only thought/concern is providing solutions to folks. I don't know how I feel about it. Maybe if the "reasonable solutions" are using very Dart-like or unique features.
