There was a suggestion to use SitOnIt-CI to require a minimum amount of time a PR has to be up before it can be merged. I like the idea, even if we don't use the CI, but just develop our own policy for it.

The Exercism team has decided it would be up to each track to decide whether to use the CI.

I don't think it's necessary to include this. For problem specifications sure, that might be the best way to develop them.

For tracks, I would say we develop/review at our own pace.
