Problem

On the download page we currently collapse the terms if there are "too many" and only display a few (3), with a toggley button.

Remove this feature: don't hide any terms. It was really only introduced because that page was getting too big: but the reason the page was getting too big was largely because it was (for bicameral parliaments) showing two houses.

Proposal

Stop doing it. Show all the terms. Be proud of the number of terms.

Incidentally, doing this makes #14427 much more useful and sensible.

User visits page, user sees all terms available. No collapsing, no JavaScript, no button.

Not necessary but maybe best once #13599 is in place, since it's happening in there.

See #14427 which makes more sense when there are many terms.
