without JsonRpcApiProviderOptions，WebSocketProvider/IpcSocketProvider can not set cacheTimeout or staticNetwork options。

The various SocketProvider along with its sub-classes (WebSocketProvider and IpcProvider) now accept options as of 6.9.0.

Batching is currently forced to 1, setting anything else will throw during construction. This can be changed in the future, but a lack of existing support means it would need to be thoroughly tested if added.
