I'd like to also discuss the difference in storage formats between EL block header, and CL ExecutionPayloadHeader.

I'd like to propose a the first shanghai based testnet and would like to discuss scope/spec versions needed to join as well as set some parameters like validator size/important withdrawal tests to run.

Since ACD accepted EIP-4844 to be included in the protocol upgrade after Capalla/Shanghai, I'd like to get a rough consensus on the name of the protocol upgrade after Capella. The earlier we decide it, the fewer broken links.

  Dubhe would be my strong preference for star name after Capella: it’s the traditional/formal name for Alpha Ursae Majoris, also known as the “Big Dipper” and “Great Bear”: the ideal name to close a bear market with.
