Enable the LES protocol by default

In order to enable the LES protocol by default in the future, we still have a few things need to be fixed

• Now the LES-server is not allowed to un-index the transactions les: les/4 minimalistic version #21909
• If the eth protocol slot is full, then all the real tcp connection will be dropped in order to fill the les slots
• Enable the discv5 for LES les: switch to new discv5 #21940
• Enable hive rpc test for light client simulators/ethereum/sync: add test for light client sync hive#424 simulators: integrate les light client into the RPC test suite hive#432
• Fuzz the LES protocol(especially the server-handler)
• Fuzz node state machine tests/fuzzers: add nodestatemachine fuzzer (wip) #21970
• Add the forkID to the LES4 les, light: remove untrusted header retrieval in ODR #21907
• standardize the beacon-node API to provide ETH2.0 light client data
• Expose the LES4 protocol to public
