Have TODO issues checker reject bare TODOs #12006

The TODO issues checking script (ops/scripts/todo-checker.sh) currently allows bare TODOs without any corresponding issue. I think it would be best if this script rejected bare TODOs and required users to instead use something like TODO(bare) to explicitly mark that TODO as not needing an issue.
