Rust Releases

• 1.77.0.0 - latest release with LLVM 17 and GCC 13 - https://github.com/esp-rs/rust-build/releases/tag/v1.77.0.0
• 1.78.0.0 - release is blocked - still as pre-release with LLVM 17 and GCC 13
  • Windows MSVC version is broken, we will skip this release
• 1.79.0.0 - Windows MSVC still not available.
