In this PR, I've moved
eslint-plugin-jsx-a11y,eslint-plugin-react, andeslint-plugin-react-hooksto dev dependencies.Since these packages are only used in
eslint.config.mjs, it's safe to move them to dev dependencies.I've also bumped
