Woa! It looks like LB Policy extensions have been added #17400

I'm not sure what it would take to convert the existing work (#15375) into an extension.

I am not actively working on this. I think your options are to:

• build envoy off that old, but functional, branch.
• re-work that code into an LB policy extension (or see if anyone else picks it up).
