TOC - Re-order and re-title the table of content

The goal of this task is to re-order the current table of contents to the closest approximation of the RFC without removing or adding content.

The table of contents should be as follows:

9. Addons and dependencies
10. Testing
11. Configuration (née Configuring Ember.js)
