Investigate whether membership event can be batched during the creation of DM

As part of the work to speed up DM creation, some of the initial room creation events have been batched up (matrix-org/synapse#13800) for bulk sending/persisting. Investigate whether the membership event can be added to this batch, and if so, do it.
