Make riotbot not noisy

Either change synapse's default push rules to mute it, or have clients set a push rule for their bot before they invite it to mute it. As per element-hq/riot-meta#134

Interesting - as per element-hq/riot-meta#134, the notifs and the delays between sending much more advantageous for a web session than they are for mobile (where I can see that they are net fairly negative).

Would it be better for riotbot just to prompt once asking if the user wants help? The user's having to respond (by typing) in the affirmative would actually be good for their onboarding I think since it would prompt them to engage with the app (on whatever platform) in an obvious and easy way.

Given it is a Riot feature, I assume having clients mute it is probably best. Would require changes to riot-android and riot-ios though.

Edit: or I can read Tom's suggestion and do that.
