I still get this fairly consistently - this bug doesn't seem to have a prioritisation on it :S

When querying keys/query from lant.ukthe SSK signature does not appear for SXOSNTPAPP.
But if I call it from matrix.org I can see it

Put more details in the RS

May be related to matrix-org/synapse#8631.

I believe this will be a server-side issue that we can't reasonably fix.
