Deactivate user link action not show when user info opened directly

Deactivate user link shown well, when I click on user from my homeserver in room members list.

But link not shown, when I open user info directly: via https://riot.im/develop/#/user/@mxid:myhomeserver.org or via clicking on user mxid in some room timeline, if this is not member of room.

Seems that it not shown, if block "User options" (with regular room actions for selected user) not exists.
