Reports that mentions in a tombstoned room are not being filtered up to the room list #10500

It should show two things: a red bubble on the room and a banner at the top of the room saying you have a notification. Neither of these things appear to be happening. Manifests as the title/tray icon having unread notifications but nothing within the app saying so

If people are seeing this, try setting your "When rooms are upgraded" notification rule to 'Off' then 'Noisy', even if it is already 'Noisy'

I think #15439 is causing this, and possibly server-side issues.

keeping as S-Major until proven that the workaround above works, at which point we can downgrade.
