unusual power level structure makes it impossible to change levels

Description

Having non-standard power levels seem to make it impossible to change them on occasions:

Steps to reproduce

• create a room with 1000+ levels
• try to change them (using custom)
• you can't

Log: sent/not sent? yes

Version information

• Platform: web (in-browser) or desktop? web

For the web app:

• Browser: Chromium 74.0

• URL: riot.grin.hu, latest release version

I could not reproduce this, any chance of being more specific, what did you set to 1000+ plus, what did you try and change, the /createRoom API call payload would be swell

see #power-room:grin.hu for an example. I can create (next week) a room for you and you can try to upgrade it. Or you can do it for yourself, using createRoom and power_level_override.

I did try using override, as you can see in the screenshot

could you please try to set various levels to custom, above 100 numbers?
the error was present when I have tried to change the levels manually, in the example I believe to 150.

This will have been an invalid PL event with notifications set to 50 even though the spec says it is an object.
