Eg: "95% of your room members will be lost because their server is old"

Requires MSC2127 or similar.

Preferably there should be a way for the server admin to monitor this kind of information as well. "A channel your users participated was updated, but are no longer able to participate due to old version." I don't think there's a method for sending this kind of information yet, though.

@eras that sort of thing would be best served as a Synapse feature request
