Your use case

What would you like to do?

It would be very useful to be able to select Security & Privacy/Encryption/Manually verify all remote sessions
in a way similar to Security & Privacy/Cryptography/Never send encrypted messages to unverified sessions from this session in per room security settings of Security & Privacy/Encryption.

Why would you like to do it?

In an encrypted room with multiple people in it, one cannot usually afford or perhaps want to verify every device.
But sometimes it is useful to require it for high security.

How would you like to achieve it?

Add a per room option to toggle "Manually verify all remote sessions in this room" in the Security & Privacy/Encryption section of per room settings.

Have you considered any alternatives?

There's no alternative other than globally disabling the option.
