Change side nav ordering to make Ingest Manager more prominent #69570

The Ingest Manager nav item is currently at the bottom of the Management section. It feels strange to me that it's after Stack Management, since Stack Management contains "escape hatch" apps like Ingest Node Pipelines, which are used as apps of last resort if Ingest Manager doesn't support an edge case. I'd suggest moving it below Dev Tools, so it's higher in the section. Dev Tools still feels right to me as the first item, since it covers so many use cases.
