[ML] DF Analytics / Transforms: job row actions menu throws invalid DOM nesting warning

Opening the job row actions menu for a data frame analytics job throws a warning in the browser console for each button in the menu about invalid DOM nesting:

Transforms actions have the same issue. It requires significant refactoring to get a proper structure for the context menu, hence we made a decision to postpone it till 7.9.

There is now a corresponding issue in EUI, it's likely there will be an improvement on EUI's side so solve this: elastic/eui#3679
