[Maps] embeddable phase 1

In the nature of small PRs, I am hoping to break the embeddable implementation into the following individual tasks

• Allow multiple instances of GisMap to have individual store state [Maps] replace singleton store with per map store instance #30896
• Allow multiple instances of GisMap to have individual inspectorAdapters [Maps] replace singleton inspectorAdapters with per map inspector adapter instance #31009
• Support dashboard read only mode and disable edit capabilities of GisMap when embedded [Maps] LayerControl read only mode #31318
• Update embeddables metadata to support multiple index patterns Update embeddables metadata to support multiple index patterns #31538
• Update embeddables API to pass refresh config in ContainerState Add refreshConfig to embeddable container state #31611
• Provide method to extract index pattern references from layerList without store [Maps] implement references for saved objects #31745
• Create map embeddable factory and embeddable instance [Maps] Map embeddable #31473
• Register saved object meta so Map saved objects are displayed in Dashboard Add panel [Maps] register savedObjectMetaData so Map saved objects show up in dashboard add panel #32895

@anottrott this has been merged into the 7.x branch of Kibana, so barring any unforeseen circumstances this will be available in an upcoming minor version of Kibana v7.
