Summary
Observability Shared is the place where O11y apps can store shared utilities and components.
As Profiling is now also starting to use the formatter functions in the Observability app, it makes sense to start moving these to Observability Shared.

Since these functions are now being used by another application other than Observability, it makes sense to start moving them to Observability Shared.
