Backport of #129474. Currently blocked by #129796 and #129797. We'll need to at a minimum remove RANDOM_SAMPLER_QUERY_BUILDER_8_19 from TransportVersions before merging this.

Thanks Keith. I have moved this over to my fork under #129838 as there were a couple of changes and it was easier to push to my own fork.
