We've had 15 failures today due to this so I've muted this test in master with dc070a5.

@dnhatn given #51905 has been merged already it doesn't look like it addressed this issue. Do you mind taking another look. Given this failure reproduces locally we should aim to sort it out quickly.

@mark-vieira Thanks for the ping. The recent failures are caused by #52556. I've opened #52588 to adjust the test.
