[REQUEST]: Updates to Reference section

• Glossary should not be in the middle of the section as seen on Reference: Assembler doesn't respect navigation.yml order docs-builder#1045
• Search should be renamed to Search UI, and first page upleveled. Search
• Should Rest APIs have a node in the ToC?

This is a known issue tracked in elastic/docs-builder#1045

Should Rest APIs have a node in the ToC?

My preference would be to add content to this landing page if necessary, rather than having to manually maintain an equivalent page elsewhere: https://www.elastic.co/docs/api/

The glossary issue is now fixed. I'm leaving #1045 open because there's a related bug that is not fixed.
