Implement vscode.executeDocumentRenameProvider in theia #13128

We are using vscode.executeDocumentRenameProvider in our vscode extension to rename certain section of text file.
It works fine in vscode.

But in theia we get the error
Error: Command with id 'vscode.executeDocumentRenameProvider' is not registered.
