Provide an async stream for newly available services / ServiceDescriptors #9
Description
In the Rust-API, we provide newly available services as items that are yielded by an AsyncIterator (rust-lang/rust#79024) This will be outlined together with the C++ API overhaul so that both APIs feel similar. For now, adding a one-shot API providing an Iterator.
TODO: link this to an issue for the C++ part or rewrite this issue to contain it.
