with Eclipse 2023-12 (4.30.0) there are minor differences between the UI texts in Eclipse and how the menu items to click on are labeled compared to the descriptions on https://eclipse.dev/rap/developers-guide/devguide.php?topic=target-install.html&version=3.27, e. g. the point "On the Eclipse welcome screen (Help > Welcome), go to Overview > Remote Application Platform. Choose Install Target Platform on the following page. " has no "Overview" part to click on nowadays.

Furthermore the screenshots of the HelloWorld example are a bit outdated at https://eclipse.dev/rap/developers-guide/devguide.php?topic=hello-world.html&version=3.27 if you compare the UIs.
It's just a minor issue as you can still follow the steps and get it working.
