Provide script to automatically file issues for outdated plugins

Currently we have a growing number of plugins in the plugin registry. As this number increases, keeping these plugins up to date will become a bigger challenge.

There should be an automated way to determine which plugins are out of date, and file issues for them. This makes the work more manageable, and avoids checking each plugin individually.
