Implement the operation to move a target from one network (eg AAnet) to another (eg CVEnet)

Certain rules need to be followed for this transfer

Change ip, net, docker server of target
Re-populate targets pf table
Re-populate match findings for pf
Delete existing container from old docker server
Spin container with new details
