When r2 fails to download a mod's dependency, instead of throwing an error and stopping, open a prompt that allows players to locally install/import the mod instead before continuing the download.

What problem does the feature request solve?

In short, this change would completely remove mod/modpack downtime (whatever the reason).

When a mod dependency for a modpack or mod fails to download (possibly if the server its on is down, or if the mod has been removed), the modpack will no longer be completely inaccessible, as the option for a local import will allow the user to continue the download.
