Add uploader to Tools-menu

I want to add the uploader as entry to the Tools menu.

Can this be done ?
If yes - how to do it ?

I don't think it is possible. The Arduino IDE developers are tracking the request to add support for extensions to create menu items here:

arduino/arduino-ide#2135

Until then, you will need to either use the command palette (as described in the readme), or else configure a custom keyboard shortcut for the "Upload LittleFS to Pico/ESP8266/ESP32" command via Arduino IDE's File > Advanced > Keyboard Shortcuts (Arduino IDE > Advanced > Keyboard Shortcuts for macOS users) feature.
