I believe that Apiato is the best framework to start this project.

Apiato is a open source flawless framework for building scalable and testable API-Centric Apps with PHP and Laravel.

With Apiato we can start with a common basic features and focus our efforts to create the containers (business logic) like proposed by the framework.
