Add the following opt-in settings to enable CI failure on violation of these PSSA rule types:

Common Tests - Required Script Analyzer Rules
Common Tests - Flagged Script Analyzer Rules
Common Tests - New Error-Level Script Analyzer Rules
Common Tests - Custom Script Analyzer Rules
