feat: Add ListTags to Azure

This PR adds the retrieve tags capability to the AzureCode driver. The code was implemented following the documentation: https://learn.microsoft.com/en-us/rest/api/azure/devops/git/refs/list?view=azure-devops-rest-7.1&tabs=HTTP
