  1. feat: add Darwin notarization verification before publish 

    Add verify-darwin-notarization job on macOS runner to verify:
- GPG signatures
- SHA256 checksums
- Apple code signature (codesign --verify)
- Notarization status (spctl --assess)

Add trigger-publish job that depends on verification, ensuring
packages only publish after notarization is confirmed.
