Issue tracker for Alpine patch backporting for .NET 7

Goals

Backport all patches currently used by Alpine's dotnet7 package

Support building mono runtime

@tmds Due to lack of time right now, I can't lead on backporting your changes relating to mono and non-portable builds from main to release/7.0, but I will be tracking the backports as they are processed to faciliate that work.

@ayakael - Given .NET 7.0 will be EOL on May 14, 2024 , the bar is high for accepting servicing changes. Can this be closed?
