Disable Tests Failing Due to Initial net10.0 Branding

Describe the bug

Disable tests that are failing due to the initial net10.0 branding and other factors (including the lack of dotnet/runtime 9.0 images, Assert.StartsWith() failures, and MSBuild-related issues) to unblock current work. These tests will be re-enabled once the necessary updates are available.

I couldn't figure out the best area label to add to this issue. If you have write-permissions please help me learn by adding exactly one area label.
